Cabinet Secretary Hon. Dr. Wycliffe A. Oparanya presided over the Performance Contract Signing Ceremony for State Agencies (SAGAs) under the Ministry of Co-operatives and Micro, Small, and Medium Enterprises (MSMEs) Development. The ceremony follows the signing of performance contracts between the President, the Cabinet Secretaries and Principal Secretaries underscoring the government’s commitment to service delivery.

In his address, CS Oparanya emphasized the importance of teamwork, expressing satisfaction with the ministry’s collaborative efforts. He noted that performance contracting is a vital mechanism for ensuring that ministries and agencies meet their targets and deliver on their mandates effectively. The CS reiterated the Ministry’s commitment to operating within budgetary constraints while implementing key projects, with the Hustler Fund, a flagship initiative of the President, remaining a top priority. He urged stakeholders to intensify recruitment and sensitization efforts to maximize the Fund’s impact on citizens.

On her part, the Principal Secretary State Department for MSMEs Development Susan Mangeni highlighted the need to position the Ministry strategically through initiatives like Hustler Fund, which serves as a gateway to creating opportunities. By leveraging the Hustler Fund’s credit scoring system, beneficiaries can scale up their ventures and transition seamlessly to other programs such as the Uwezo Fund. The PS called for a unified approach to sensitization and outreach to create synergy across the Ministry’s events and programs. She highlighted the potential for borrowers who demonstrate good repayment behavior under the Hustler Fund to access further opportunities within other financial empowerment initiatives.

Both leaders affirmed the Ministry’s dedication to driving transformative programs and delivering flagship initiatives that empower citizens and create sustainable opportunities. Looking ahead, the Ministry is preparing to launch major projects next year, including the NYOTA Project, which focuses on youth empowerment and the Kenya Jobs and Economic Transformation (KJET) Project, where the Micro and Small Enterprises Authority (MSEA) will play a central role. These initiatives aim to further solidify the Ministry’s role in fostering growth and economic transformation for the MSME sector.
