Assistant Director, Information and Communication Technology, Ref. No: MSEA- 9/5/2019 (MSEA Grade 5) 1 Post (Closed)

Reporting to the CEO, the Assistant Director, Information and Communication Technology will be responsible for overall Information Technology and Communications solutions in the organization.

Duties and Responsibilities;

  1. Developing hardware and software specifications and coordinating systems development;
  2. Maintaining data protection system;
  3. Updating and keeping inventory on Information Communication Technology activities;
  4. Installing and deployment of relevant hardware and software and supporting servers;
  5. Developing and evaluating ICT systems;
  6. Ensuring adherence to established Information Communication Technology Standards;
  7. Liaising with user departments to ensure effective maintenance of Information Communication Technology equipment; and
  8. Evaluating hardware maintenance feasibility studies and detailed specifications before implementation.

Qualifications and Skills

For appointment to this position an officer must have;-

  1. Minimum experience of Six (6) years working experience in Information Communication Technology position in the Public Service or in a comparable position;
  2. Bachelor’s degree in any of the following disciplines: - Computer Science, Information Technology, Business Information Technology or its equivalent qualification from recognized institution;
  3. Master’s degree in any of the following disciplines: - Computer Science, Information Technology or Business Information Technology or its equivalent qualification from recognized institution;
  4. Management Course lasting not less than four (4) weeks from a recognized institution;
  5. Proficiency in computer application;
  6. Shown a high level of professional competence and management qualities in computerized information systems; and
  7. Shown thorough understanding of the mission, vision, and strategies of MSEA and the ability to interpret and apply the role of Information Communication Technology in the Authority’s strategies.

In addition, all prospective candidates MUST satisfy the requirements of leadership and integrity as set out in Chapter six (6) of the constitution of Kenya and attach the following documents to their applications:-

  • Ethics and Anti-corruption Commission clearance Certificate (EACC)
  • Kenya Revenue Authority Tax compliance Certificate (KRA)
  • Higher Education Loans Board clearance Certificate (HELB)
  • Certificate of Good Conduct from Criminal Investigation Department (CID)
  • Certificate from Credit Reference Bureau
