Director, Human Capital Development and Administration, Ref. No: MSEA- 6/5/2019 (MSEA Grade 2) 1 Post (Closed)

Reporting to the CEO, the Director, Human Capital Development and Administration will be responsible for all Human Capital Development and Administration matters at Micro and Small Enterprise Authority.

Duties and Responsibilities;

  1. Providing strategic direction in the management of an efficient and effective, professional and sustainable Human Resource Management and Development;
  2. Formulating, interpreting advising, and implementing of Human Resource Management and Development policies, strategies, programmes and procedures;
  3. Administering of MSEA Payroll;
  4. Managing industrial relations and staff welfare issues;
  5. Coordinating, recruitment, appointment, promotions, discipline and remunerations processes;
  6. Advising on succession management and preparation of Human Resource plans;
  7. Managing staff separation and processing of terminal benefits;
  8. Managing the Performance Appraisal System (PAS) for the MSEA;
  9. Managing the training function;
  10. Ensuring implementation of computerized human resources records;

Qualifications and Skills

For appointment to this grade, an officer must have:-

  1. Minimum experience of twelve (12) years, five (5) of which must have been in a senior management position in Human Capital Development and Administration in the Public Service or in a comparable position;
  2. Bachelor’s degree in any of the following disciplines:- Human Resource Management, Human Resource Development, Public Administration/ Business Management or its equivalent qualification from a recognized institution;
  3. Master’s degree in any of the following disciplines:- Human Resource Management, Human Resource Development, Public Administration/ Business Management or its equivalent qualification from a recognized institution;
  4. Membership to a relevant professional body;
  5. Leadership Course from a recognized institution;
  6. Proficiency in Computer application; and
  7. Demonstrate thorough understanding of the mission, vision, and strategies of MSEA and the ability to interpret clearly and apply the role of Micro and Small Enterprise in Kenya’s social economic development and particularly in line with vision 2030 and Big 4 Agenda.

In addition, all prospective candidates MUST satisfy the requirements of leadership and integrity as set out in Chapter six (6) of the constitution of Kenya and attach the following documents to their applications:-

  • Ethics and Anti-corruption Commission clearance Certificate (EACC)
  • Kenya Revenue Authority Tax compliance Certificate (KRA)
  • Higher Education Loans Board clearance Certificate (HELB)
  • Certificate of Good Conduct from Criminal Investigation Department (CID)
  • Certificate from Credit Reference Bureau
