The Micro and Small Enterprises Authority (MSEA) is a State Corporation established under Micro and Small Enterprises Act No. 55 of 2012. The Authority (MSEA) is domiciled in the Ministry of Industry, Trade and Cooperatives in the State Department for Industrialization.

The Authority is established for the promotion, development, regulation of Micro and Small Enterprises (MSE) Sector in Kenya. Further, the Authority is responsible for coordination, harmonization, facilitation and integration of various Public and private policies, programmes and activities related to Micro and Small Enterprises in Kenya.

Reporting to the CEO, the Director, MSE Strategy, Planning and Coordination will be responsible for all matters pertaining to the promotion and facilitation of Research on development of Micro and Small Enterprises Sector.

Duties and Responsibilities;

  1. Providing strategic leadership and management in the Corporate Planning Department;
  2. Advising and guiding other Divisions/Departments on corporate planning matters, economic analysis and development planning;
  3. Performance monitoring, evaluation, reporting, research and development;
  4. Preparing policy memorandum for funding/partnerships and collaboration on projects;
  5. Administering, directing, and reviewing policy and planning programs;
  6. Analysing government policies, regulations, and legislation to develop new policies and plans or revise existing policies, plans, or programs;
  7. Analysing statistical data and reports to identify and determine areas of interventions and develop recommendations for improvement of organization’s policies and practices;
  8. Liaising and consulting with MSEA stakeholders on legislative, policy, and planning issues;
  9. Coordinating development and review of the Authority’s Strategic Plan;
  10. developing and guiding implementation of the Authority’s performance contracts and annual work plans;
  11. Overseeing implementation of a monitoring and evaluation system;
  12. Coordinating preparation of performance progress reports;
  13. Guiding the development, implementation and review of relevant economic analysis models; and
  14. Coordinating administrative and staffing matters in the department.

Qualifications and Skills

For appointment to this position an officer must have;-

  1. Minimum experience of twelve (12) years, five (5) of which must have been in a senior management position in Strategy, Planning and Coordination in micro and small enterprises or in a comparable position;
  2. Bachelor’s degree in any of the following disciplines: - Economics, Statistics, Strategic Planning/Management, Business Administration, or equivalent qualification in related field from a recognized institution;
  3. Master’s degree in any of the following disciplines: - Economics, Statistics, Strategic Planning/Management, Business Administration, or equivalent qualification from a recognized institution;
  4. Membership to a relevant professional body;
  5. Certificate in Leadership Course lasting not less than six (6) weeks;
  6. Certificate in either Monitoring and Evaluation, Quality Assurance or any other related qualifications; and
  7. Proficiency in computer application.
  8. Demonstrate thorough understanding of the mission, vision, and strategies of MSEA and the ability to clearly interpret and apply the role of Micro and Small Enterprise in Kenya’s social economic development and particularly in line with vision 2030 and Big 4 Agenda.

In addition, all prospective candidates MUST satisfy the requirements of leadership and integrity as set out in Chapter six (6) of the constitution of Kenya and attach the following documents to their applications:-

  • Kenya Revenue Authority Tax compliance Certificate (KRA)
  • Higher Education Loans Board clearance Certificate (HELB)
  • Certificate of Good Conduct from Criminal Investigation Department (CID)
  • Certificate from Credit Reference Bureau
